An user in the group unprivileged gets only restricted access to the system. He's  only allowed to access the subpath ''/SelfService/'' and not the normal pages. Hence, the settings of ''RT at a glance'' have no impact on their view.
Unchecking the checkbox 'Let this user be granted rights (Privileged)' checkbox on the user administration page makes a user Unprivileged. In a default RT configuration, new users are created Unprivileged, as when an email comes in and a new user account is automatically created.
