If user does not have this right, he can't access the Configuration (Admin) tab and thus can't execute any rights for modifying users, groups, queues, custom fields and other objects modified via this tab (basicaly anything besides tickets and himself), even if he has them.
Don't rely on this right to block the other ones though. The user might be able to execute them by manually entering appropriate URL.
